VSS failure on locked file

I receve the message : 

Error - C:\Program Files (x86)\FPSGOLD\GOLDTrakPC\SetupDB.ism - Access denied to db4user 

I am running in elevated privilege mode as administrator.  What can keep it from copying?  db4user is a local admin.  This is on a Windows 10 computer.

I apologize for the delayed response.

There is a difference between a locked file and access denied. Any process on the Windows OS can lock a file, preventing other processes from reading it. For example, when using MS Outlook, *.PST files are locked and no other process can open it. This problem is solved by VSS, which creates a read-only copy of the volume.

Access denied is related to permission. For example, a non-admin user can set permissions in their Desktop folder that would prevent even administrators from accessing it. This problem has nothing to do with VSS. Instead, check the login ID that runs Backup Monitor Service and grant read-only permission to that account.
