I'm updating the user login name and password in Synaman and it's still not allowing me or the user to login. I've verified the caps lock key is not on, and have changed the password to a simple test password to verify mis-keying is not the issue.

This will help us understand what is going on. Please note that by default SynaMan locks a user's IP address for 10 minutes if more than 5 unsuccessful password attempts are made. This is done to prevent someone from guessing passwords. Once the IP is black listed, no matter what they type will get rejected.
